May 29, 2024 – EXPLORER PIPELINE COMPANY ANNOUNCES BINDING OPEN SEASON FOR DILUENT EXPANSION PROJECT
Explorer Pipeline Company (“Explorer”) announced today the launch of a binding open season to secure shipper commitments to support the development of a new project that would increase the transportation capacity of a portion of Explorer’s existing system for shipments of diluent from U.S. Gulf Coast receipt points to destination points at the Irwin/Cochin Terminal in Kankakee County, Illinois and the Manhattan/Southern Lights Terminal in Will County, Illinois (“Diluent Expansion”). The binding open season commences today, May 29, 2024, and is scheduled to conclude on June 28, 2024.
Shippers interested in becoming committed shippers on the Diluent Expansion must make a total volume commitment of at least 5,000 barrels per day and must specify the destination point to which its volume commitment will apply. Shippers that make a volume commitment will receive priority capacity on the Diluent Expansion, which is capacity not subject to prorationing during normal operating conditions. In exchange for receiving priority capacity, shippers will be assessed a premium rate as compared to the base rates assessed to walk-up shippers, for the shipment of their volume commitment.
A copy of the Open Season Procedures, which provides a more detailed summary of the key terms and conditions of service for the Diluent Expansion, and a copy of the pro forma Transportation Services Agreement will be available to any interested party upon the execution of a confidentiality agreement. A form of the confidentiality agreement will be provided to any interested party upon request.
