On May 29, 2024, Explorer Pipeline Company (“Explorer”) issued a press release announcing the commencement of a binding open season to secure shipper commitments to support the development of a project that would increase the capacity of a portion of Explorer’s existing system to facilitate the transportation of additional shipments of diluent from U.S. Gulf Coast receipt points to destination points at the Irwin/Cochin Terminal in Kankakee County, Illinois and the Manhattan/Southern Lights Terminal in Will County, Illinois (“Diluent Expansion”). The binding open season commenced on May 29, 2024 and is scheduled to conclude on July 26, 2024.
Provided below is a high-level summary of the key terms of service for the Diluent Expansion. A more detailed explanation of the key terms of service is provided in the Open Season Procedures, which will be available to any interested shipper upon the execution of a confidentiality agreement. A copy of the Transportation Services Agreement with accompanying exhibits will also be available upon the execution of a confidentiality agreement.
- Diluent Expansion expected to be operational on or around July 1, 2025.
- Shippers must make ship-or-pay volume commitment to the Diluent Expansion project of at least 5,000 barrels per day.
- Shippers that make a volume commitment receive priority capacity up to an amount equal to their volume commitments during periods of prorationing, subject to the payment of a premium rate.
